Windows time sync by default does not sync everyday. if time problem happens when you sync then its a issue with your timezone. Your computer takes the info it gets from the time server and sets its clock based on what timezone it thinks it in. Its simple enough to figure out - click sync now, does it correct your clock or push it ahead 4 hours? If it pushes it ahead then you have something wrong in your timezone setting plain and simple. more than likely never even answers, it has been broke for quite some time.
